The National Disability Insurance Scheme (NDIS) offers funding and support to eligible people with permanent or significant disabilities, their families, and their caregivers. The scheme is available to those under the age of 65 and is administered by the National Disability Insurance Agency (NDIA). 

The NDIS funds “reasonable and necessary supports” to help people with disabilities live more independently and participate in the community. These supports are in addition to the services provided by mainstream systems like healthcare, education, and housing, which are funded and provided by other parts of government. 

Through the NDIS, individuals with disabilities can have greater opportunities to access the support they need to achieve their personal goals, improve their quality, and engage more fully in community life.

To become an NDIS participant, it’s important to meet certain criteria for NDIS eligibility. These include: 

  • Having a permanent and significant disability from the NDIS list of disabilities that impacts your daily activities. 
  • Being under 65 when you join. 
  • Being an Australian citizen, permanent resident, or a New Zealand citizen with a Protected Special Category Visa. 

You might qualify under the disability requirements if you have one or more impairments that are likely to be permanent and significantly affect your ability to perform daily activities. 

NDIS eligibility also means your impairment should affect your social life, work, or education, and you must be likely to need ongoing support from the NDIS.

If you think you might be eligible for the NDIS, your NDIS partner can guide you through the application process and submit your application to the NDIA, who is responsible for determining your eligibility. 

NDIS partners are organisations funded by the NDIA to help deliver the Scheme in certain areas of Australia. NDIS partners can assist you in connecting with supports in your community, even if you are not eligible for the NDIS. 

There are two types of NDIS partners: 

  • Early childhood partners that provide early intervention support to children under 9 and their families. 
  • Local area coordinator partners that work with people aged 9 to 64. 

Your NDIS partner will assist you in understanding 

  • Your current situation. 
  • The NDIS eligibility criteria. 
  • The steps involved in applying. 
  • The types of information and evidence you need to provide. 
  • What to expect from the application process, including when you’ll find out if you’re eligible. 

To determine the disability supports you might need, the NDIA will collaborate with you and your family to determine reasonable and necessary supports for you. 

In the discussion, you will be asked about your needs, goals and aspirations, and discuss the supports that can help you achieve them, including any existing supports that are already meeting your needs and goals. As your needs change over time, your funding plan can be adjusted accordingly. For supports to be funded, they must: 

  • Be related to your disability. 
  • Be likely to be effective and beneficial. 
  • Not include everyday living costs unrelated to your disability needs. 
  • Consider informal supports from families, carers, networks, or the community. 

Under the NDIS guidelines, there are supports that can’t be provided or funded. These include supports that: 

  • Do not comply with legal requirements. 
  • Are meant to substitute for income. 
  • May result in harm to you or pose a risk to others. 
  • Are unrelated to your disability. 
  • Involve everyday costs such as groceries, rent, or utilities that are not caused by your disability support needs. These are expenses that would occur regardless of your disability. 
  • Duplicate other support services already provided by the NDIS under separate funding.

Typically, it will take anywhere from 3-12 months from application to receiving your NDIS plan if you’re eligible. Time may vary for each applicant. Learn more about the timeframes involved in different NDIS processes.

Alongside the support you receive from family, friends, and other community and government services, your NDIS plan covers three types of support budgets: 

Core Supports assist you with everyday activities, address your current disability-related needs, and help you work towards your goals. This includes: 

Capital Supports cover higher-cost assistive technology and equipment, home or vehicle modifications, and funding for one-off purchases you may require. 

  • Assistive technology (includes equipment for mobility, personal care, communication, and recreational inclusion, such as wheelchairs or vehicle modifications). 
  • Home modifications for safety and accessibility (includes installation of a handrail in a bathroom, or Specialist Disability Accommodation for participants needing specially designed housing due to their disability). 

Capacity Building Supports are designed to help NDIS participants build their independence and skills to achieve their long-term goals. These supports are aimed at improving various aspects of a participant’s life, including: 

  • Support coordination to manage your NDIS plan. 
  • Skill development for independent living, employment, and social participation. 
  • Therapeutic supports such as physiotherapy and occupational therapy

No, the Code of Conduct applies to all NDIS service providers and workers across the country. Even though each state has its own laws related to the code, the essential elements remain consistent nationwide.

The NDIS only funds reasonable and necessary supports related to disability. Housing such as rent and food is the responsibility of the participant. 

The NDIS can fund certain home and living supports required due to disability needs. These include: 

  • Supports that enhance the participant’s capacity to live independently. This includes improving living skills, money and household management, communication and social skills, and behavioural management. 
  • Home modifications to the participant’s own home, a private rental property, and, in some cases, social housing. 
  • Personal care assistance, including help with showering and dressing when required. 
  • Home help for tasks participants are unable to perform due to their disability, such as cleaning and laundry. 
  • Assistance with finding and maintaining suitable housing. 
  • Specialist Disability Accommodation (SDA) for participants with extreme functional impairments or requiring very high support needs such as 24 hour care.

No, the NDIS is not means tested. The NDIS funding is not based on your financial situation. The support you receive is determined by your disability and the assistance you need, not by your ability to pay for it.
