Do I need to pay out of pocket?
You may need to contribute towards some Support at Home services. The amount you pay depends on your income and assets and whether the service falls under Clinical Supports, Independence or Everyday Living.
Clinical Supports have a 0% participant contribution, while Independence and Everyday Living services may require an out-of-pocket contribution. Your contribution is calculated as a percentage of the price of the service you receive.Â
Why are Support at Home services divided into different categories?
Support at Home services are grouped into Clinical Supports, Independence and Everyday Living because each type of support is funded differently.
The category a service falls under helps determine how much the Australian Government pays and how much you may need to contribute. For example, Clinical Supports have no participant contribution, while Independence and Everyday Living services may require you to pay a percentage of the service cost.
Can I self-manage my Support at Home services?
Yes. EnableU offers self-management options for participants and families who wish to self-manage their Support at Home services either completely or partially.
For example, you may choose to use our support worker, which would be charged at EnableU’s standard service rate, while arranging your own gardener independently. You can negotiate the gardener’s rate directly, and we can process the service through your Support at Home funding at the supplier cost plus a 10% administration fee.

Do all Support at Home providers charge similar prices?
Absolutely not. Support at Home prices can vary between providers because every organisation has different operating costs, staffing models, service arrangements and pricing structures.
This means it is important to compare different provider’s prices as higher service costs can use your available Support at Home funding more quickly.

What are Participant Contributions?
Everyone’s circumstances are different. Under Support at Home, the Australian Government may fully cover the cost of the services you receive or fund a portion of it, with the remaining payable by you (called Participant Contributions).
Whether you need to contribute, and for how much, is different for everyone and is set by Services Australia, not EnableU. The rate is based on:
- The type of service you receive
- Your income and assets information with Services Australia
- When you were approved for aged care services

Is Support at Home free?
Support at Home is government funded, but it is not completely free for everyone.
The Australian Government fully funds Clinical Services, while most participants contribute towards Independence and Everyday Living Services. The percentage you contribute depends on your income and assets assessment.
What determines how much I need to contribute?
Your Support at Home contribution depends on three main factors:
- The type of service you receive – Every service is placed into a contribution category: Clinical Supports, Independence or Everyday Living
- Your income and assets – Services Australia assesses your financial circumstances to determine your applicable contribution percentage. (For full and part pensioners, Services Australia can generally use financial information already supplied for the pension assessment.)
- When you were approved for aged care services – People who were receiving or approved for a Home Care Package on or before 12 September 2024 may be protected by the Government’s no worse off principle.
What are the three Support at Home service categories?
The amount you contribute depends heavily on which category your service falls under.
- Clinical Supports – These include services such as nursing care and nutrition supports. The participant contribution is 0%, meaning these services are fully funded by the Australian Government when approved under your Support at Home plan.
- Independence – These include services such as personal care, respite and transport. Contribution rates currently range from 5% to 50%, depending on your financial circumstances
- Everyday Living – These include services such as cleaning, domestic assistance, home maintenance and repairs.
Contribution rates range from 17.5% to 80%, depending on your financial circumstances.
This is why the service you choose matters. For example, cleaning falls under Everyday Living, so the Everyday Living contribution percentage applies to the price of that cleaning service.
Important: From 1 October 2026, personal care services (currently in the Independence category) will be fully funded by the Australian Government. This means eligible participants will have no out-of-pocket contribution for personal care.
How are individual contributions calculated? (with an example)
First of all, this only applies if you are required to pay a contribution and only applies to non clinical services (as clinical services are contribution free).
Your contribution is calculated as a percentage of the price of each service.Â
The percentage is set by Services Australia and not the provider, like EnableU. This means two people receiving the same service at the same price may pay different amounts if their assessed contribution rates are different.
The calculation is: Service Price × Your Contribution Rate = Your Contribution
For Example:Â
If a full pensioner, who joined the Support at Home program after 12th September 2024, is receiving two hours of cleaning.
Cleaning falls under the category ‘Everyday Living’, and the contribution rate for a full pensioner is 17.5%.
At a cleaning cost of $105 per hour, 2 hours × $105 = $210 total service cost
The participant’s contribution is: $210 × 17.5% = $36.75
Which means
Participant pays: $36.75
Government-funded portion: $173.25
Total service cost: $210.00
What is the 'no worse off' principle?
The no worse off principle protects certain people who were already receiving or approved for aged care before the new arrangements were introduced.
It generally applies to people who were:
- receiving a Home Care Package on 12 September 2024, or
- approved for a Home Care Package by 12 September 2024 and waiting for funding.
If you are covered by these arrangements, different contribution rules may apply to you.
